Peggy BELLENAGER: Message from the National Secretary and General Treasurer of F3C CFDT

I am Peggy Bellenger, General Treasurer of the federation and Head of the Legal Department.

My union journey is quite typical: I started out as an employee representative in a call center. This initial involvement opened the door to other mandates in my company, such as serving as a union representative on the central works council and as a union delegate. I began within the Services Union in Haute‑Normandie and, in 2005, when the Communication, Consulting and Culture Federation was created, the “business services” branches – and therefore my collective bargaining agreement (service providers supporting corporate activities) – joined this new federation alongside the PTT unions. Very quickly, the team from the 3C Union invited my colleagues and me to join the union board. This led me to hold a mandate within our Regional Interprofessional Union, and in 2008, I became a labor court advisor (”conseillère prud’homale”) and a union trainer. In 2010, the union placed its trust in me—despite my limited delegation time—to take on the leadership of the union and join the federal board in 2012. I remained General Secretary of the union until 2017, the year I joined the federation’s executive committee. In the meantime, I changed companies and joined Orange.

From 2017 to 2019, I was in charge of communications while also serving as Deputy Treasurer to prepare for my predecessor’s departure. Since 2019, I have been the federation’s Treasurer. I have also been responsible for human resources—since the federation is also an employer—logistics, and information systems. Since the last congress in June 2025, HR has been entrusted to another national secretary, as the federal board decided to assign me responsibility for the federation’s legal department.

My union involvement has allowed me to put my skills at the service of several groups (union section, union, federation…), while also enabling me to develop many others. When I was elected employee representative (DP) in 2003, I was a manager and simply wanted certain unions to stop “attacking” us at every opportunity. I never imagined I would one day join the federation. My journey has been shaped by encounters and opportunities, but also by a daily desire to learn, discover, debate, and a deep‑rooted belief in the possibility of creating a better world of work together with all the stakeholders of the company.

Unionism is therefore about meaningful encounters, valuable opportunities for personal growth, and carrying forward key demands to build a better world and a more open and equitable society. If you share this hope, if you want to learn and to be part of supportive and close‑knit groups, do not hesitate to join us. At the CFDT, everyone has their place.
